TUIC v5 clients require uuid+password matching server users map keys.
Fill uuid from username when panel UUID is empty, default alpn=h3 and
congestion-controller=bbr, auto skip-cert-verify for panel certs, and
stop using the non-UUID key "default" in autofill.
