TUIC already fell back to public host / connect host. Now also:
- PreferredSNIFromCert / ResolveClientSNI in certutil
- AnyTLS + TUIC share use cert SAN/CN when SNI unset
- anytls URI export uses same resolution so LE certs verify without skip
fix(share): derive SNI from formal cert when Access SNI is blank
