lml fb801bb447 feat(whisperx): add Windows CUDA runtime flow and harden sidecar bootstrap 
- detect Windows CUDA and install the matching PyTorch runtime
- surface actual GPU/CPU runtime info in the transcription UI
- replace fake runtime progress with phase-based preparation states
- force UTF-8 sidecar stdio and fail fast on decode errors
- fix WhisperX install validation to avoid reinstalling on every restart
