lzt404 a6fca2e918 fix(release): prepare v0.2.3 and repair OAuth URL launching 
- Replace cmd.exe URL launching with the official Tauri opener plugin
- Preserve OAuth query parameters on Windows
- Fix authorize_hydra_invalid_request during OAuth login
- Bump the application version to 0.2.3
- Update the bundled CLIProxyAPI core to 7.2.92
- Allow release builds when the Cargo manifest already matches the release version
