- replace legacy model resources with model-catalog.json
- compose Codex catalogs from CPA runtime models
- add conservative fallback handling for unknown models
- add DeepSeek V4 Flash and Pro templates
- align fallback defaults and prompts with Codex
- preserve atomic configuration writes and validation
