通过 cargo fmt 与 clippy 门禁
Quality checks 的格式化与静态检查此前未本地执行过：
- cargo fmt（backend/agent）：长行折行、use 列表重排、去尾空行，共 7 文件
- agent/src/tests.rs：删除冗余的 use super::*（显式导入列表已覆盖）
- backend/src/routes/admin.rs：then(|| …) 改 then_some(…)（clippy::unnecessary_lazy_evaluations）
已按 CI 步骤逐项本地验证：tsc、bun test、vite build、sh -n、fmt×3、
clippy×2、cargo test（shared 4、backend 81、agent 39）、agent 运行时
测试、后端启动冒烟。仅 PG 相关两步（ignored 测试与 smoke 迁移段）
因本机无 PostgreSQL 未跑。
