Add Zellij, zmx, and Herdr alongside tmux using shared lifecycle, shell startup, journal, and runtime infrastructure. Keep verified shell directories visible during commands without restoring unsafe operation capabilities. Cover backend ownership, startup replay, runtime context, and desktop/mobile cwd regressions. Preserve conservative degradation where client focus cannot be verified.
