rpone da2e4aaccd fix(config): re-read the configuration when a step asks for it ...

A release writes the configuration at its preflight step, after the context
exists, so the copy taken when the context was made is empty on a fresh output
directory and build_archives built nothing: the kernel then linked archives
nobody had built and failed with _native_source_storage_start undefined.
need_config re-reads the file.
