Refactored CLI argument parsing and main entrypoint in both Python and Rust, updated pyo3 and pythonize dependencies, and improved modularization in biliup-cli. Added an 'auth' flag to the server command, fixed several import and ownership issues, and improved plugin and server initialization logic. Also cleaned up unused imports and streamlined code for better maintainability.
