Removed biliup/config.py and refactored all plugin and downloader classes to accept a config parameter, passing configuration explicitly instead of relying on a global import. Updated Rust backend to pass config objects to Python plugins and added a OnceConfig Python class for config access. Introduced a GitHub Actions release workflow. Updated version to 1.1.26 and added a disclaimer to the README. Minor bug fixes and improvements in Rust uploader and config handling.
