Claude aaabb324fa test(acp): skip Cursor ACP handshake when CI is set ...

GitHub Actions sets CI; the integration test needs a local agent and
login and can hit its 90s timeout under load or without credentials.
Align with agent/cursor model tests that skip real CLI in CI.
