Claude d055f53109 ci: add Node.js setup to build web frontend before Go steps ...

The go:embed directive in web/embed.go requires web/dist/ to exist.
Add Node.js setup and npm build steps to lint and unit-test jobs.
Use no_web tag for smoke/regression/performance tests that don't
need web assets.
