bowenliang123 7d5c721b3d feat(client): rename the settings jump copy to "Open plugin settings" ...

The plugin.settingsOpen hint - the Plugin Info card's row value and
tooltip, and now the insights panel's settings row hint too - read
"Open preferences" / 打开偏好设置; both locales now name what the jump
actually opens, this plugin's own settings page ("Open plugin
settings" / 打开插件设置), not the shell's preference center. The two
settingsCard comments quoting the jump's label follow.
