fix(release): print Xcode Cloud action issues when a run fails
...
Cloud archive #50 failed without an issue summary. Dump action issues and
any attached App Store Connect builds so the next retry can be diagnosed.

feat(release): start Xcode Cloud and submit iOS App Review automatically
...
Formal releases with iOS runtime changes now bump MARKETING_VERSION, archive the tag via Xcode Cloud, wait until App Store Connect marks the build Valid, and submit App Review. GitHub publication stays independent of iOS outcome.
