tianma-if eb8b892864 fix(release): require Japanese App Store What's New at dry-run ...

The App Store listing includes Japanese. Skipping --change-locale ja let
v1.79.0 create a 1.79.0 build and then fail submit_review. Reject that
before any GitHub mutation.
