build.yml builds the c3 and esp32dev envs (placeholder secrets) and smoke-tests the blocklist tool's hosts/plain/AdGuard parsing. blocklist.yml rebuilds the default list every Monday, sanity-checks size, and publishes it as releases/download/blocklist/blocklist.bin, a stable URL for the device's remote auto-update so blocklists stop going stale.
