chore: add release workflow for docker hub

- Added `.github/workflows/release.yml` to build and push Docker images to Docker Hub.
- Configured trigger on `push` to `main` branch and `v*` tags.
- Enabled multi-platform builds for `linux/amd64` and `linux/arm64`.
- Uses `docker/metadata-action` for automatic tagging (`latest`, semver).
- Requires `DOCKERHUB_USERNAME` and `DOCKERHUB_TOKEN` secrets.
