本地打完整测试包需要神经整句模型、sc.lm 和词库。该脚本依次调用 fetch-neural-model.ps1、build-language-model.ps1，并按 product-lock.json 从公开 release 直接下载词库、用 product_lock.py verify-dictionaries 校验，免去本机登录 gh。各步骤均幂等。
