fix: lazy-load @anthropic-ai/sandbox-runtime to avoid hard dependency

sandbox-runtime is an Anthropic-internal package not available to
open-source consumers. Converting the static import to a lazy
require() with no-op fallback prevents "Cannot find package" errors
when the SDK is used in Next.js and other bundled environments.
