baiqing 020b6a6bf0 feat(asr): aliyun-paraformer streaming + custom-openai-whisper batch

- 通用化 providers.asr entry：CredentialsProviderASREntry 覆盖 apiKey/baseURL/model + 旧 volcengine 三字段，保留 typealias 让 v0→v1 迁移与既有测试无改动通过。
- vault helpers：asrProviderConfig / setASRProviderConfig / removeASRProvider，与 LLM 那一组对称。
- AliyunParaformerASRProvider：URLSessionWebSocketTask + DashScope run-task / finish-task / result-generated 协议，partial 即时 yield，sentence_end=true 拼接为 final。
- CustomOpenAIWhisperASRProvider：包 16-bit PCM 为 WAV → multipart/form-data → /audio/transcriptions；25MB 上限前置拦截；HTTP 401/413/429/5xx → ASRError；流式入口抛 unsupportedMode。
- DictationCoordinator.makeASRProvider：新增 aliyun-paraformer / custom-openai-whisper 路由；阿里 key 缺失时回退复用 LLM aliyun-dashscope 同一把 key；Whisper batch dispatch 暂未接入（TODO 留在 case 内）。
