baiqing b7b8b2bea2 fix(release): force C locale for RFC 822 pubDate; clean up appcast layout ...

The first release.sh run wrote a Chinese-locale pubDate ("一, 27 4月 2026 …")
into appcast.xml, which Sparkle's RFC 822 date parser rejects. Force
LC_ALL=C around the date call so future releases produce the standard
"Mon, 27 Apr 2026 11:02:01 +0000" format. Manually fix the v1.0.02
entry's pubDate and move <language> back above <item> for a tidy feed.
