JoyLin 3ad289e3e2 fix(windows): preserve Acrylic blur at edges and on deactivation (#250) ...

Use a supported installed Acrylic controller with owned window and runtime lifetimes. Retain the existing Accent fallback and pixel-opacity behavior.

Addresses the Acrylic portion of #236; the Aero issue remains open.
