Typing a config key by hand was tedious, so `vps config set <TAB>` now
completes just the keys `vps config set` accepts. The completion script
(dropped into /usr/share/bash-completion/completions by 40-panel.sh) pulls
candidates live from a hidden `vps config completions` subcommand, which
returns EditableKeys() from the registry — so offered keys never drift from
what set actually enforces. Also completes top-level commands, config
subcommands and (for del/power/quota/passwd) container names.
