long-lived `vps ipv6-proxy` process that maps /usr/local/bin/vps, so
stopping only vps.service left the binary held and 40-panel.sh failed to
overwrite it with ETXTBSY ("Text file busy"). Stop every vpsmgr unit that
keeps the binary mapped (vps.service and vps-ipv6.service) before copying,
in both the local-build and prebuilt paths. Verified live: cp fails while
the panel runs, succeeds once it is stopped.
