bluebluesodaandCommandCodeBot 9e35bbbdb7 fix(install): try local vps-prebuild before contacting GitHub ...

The checksum-manifest fetch previously had to succeed first; on any
transient GitHub failure the local prebuild was skipped entirely and
the installer fell through to dl_content. Now the local file is
attempted immediately when present, only hitting GitHub for the
manifest if needed.
