bluebluesodaandCommandCodeBot cddf5a8d95 fix(install): vps-prebuild can also update an existing binary ...

Previously the local vps-prebuild check only ran inside
install_prebuilt (fresh install path). An already-installed vps was
never replaced, so placing vps-prebuild next to the installer had
no effect on upgrades. Now the "already installed" branch also
checks the snapshot against the release manifest and swaps the
binary when it matches.
