Ensure the terminology is unambiguous: bandwidth everywhere means the
monthly quota (hosting-provider sense, zh 流量), while the throttling
feature is referred to as rate limit / throttle / speed only — never
bandwidth. Fixes the last two spots: the NIC rate-limit comment and the
enforcement log line.
