ci: add GitHub Actions workflow for multi-platform builds

Supports Windows (NSIS), macOS (DMG), and Linux (AppImage/deb/rpm) builds via native runners. Triggered manually or on version tags. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
