fix(agents): clarify configuration guidance and restore model list settings

- Move Codex model list settings back to Basic configuration in both modes
- Clarify the ezcpa template's purpose for repairing agent configurations
- Separate template application from clearing configuration
- Point OAuth sign-in guidance to Configuration management
- Update translations and UI regression checks
