docs: 移除配额时代的失效描述

配额 Provider、凭据读取与响应映射已删除，相关文档描述随之失效：

- 第三方致谢的描述收敛到仍然成立的部分：AI Provider 契约与测试样例、
  Provider 状态与保留上次结果的设计参考；凭据发现、配额响应与限流退避
  不再提及。致谢条目与许可证文件保留——这两项设计仍在代码中。
- ThirdPartyNotices 小节改名为“AI Provider 契约参考”，并说明不读取任何
  登录凭据。
- DEVELOPMENT.md 的 AIUsage 模块说明改为本机日志只读扫描与增量检查点。
