ForgQi 4011ccde88 Improve config handling and database initialization

Removes unused data migration from PyInstaller spec. Adds automatic creation of parent directories for the SQLite database in Rust, and improves configuration retrieval by inserting a default config if missing. Updates model and repository code to support insert operations for configuration. Also cleans up unused test URLs in server startup.

Bump version to 1.1.1

Update Cargo.toml and Cargo.lock to reflect the new package version 1.1.1.

安装依赖：npm i
启动开发服务器：npm run dev
访问：http://localhost:3000

backend

安装依赖 maturin dev
npm run build 确保 /biliup/web/public 目录存在构建好的前端静态资源
启动 Biliup：python3 -m biliup
