fix: strict McpServerConfig type + mandatory typecheck in release flow

- Fix TS2345 in installer-mcp.ts by narrowing serverConfig to McpServerConfig
- Add pnpm typecheck + pnpm test as required pre-release checks in CLAUDE.md
