fix(client): let the Fleet network card size freely beside the boards at 1:1

- The cockpit row splits evenly: the graph column drops its flex-[2] weight
- The network card's flex basis returns to its own content (flex: 1 1 auto):
a 0 basis let engines size the row line under a deep forest's canvas,
clipping levels behind the card; content now sets the floor and the card
still stretches to the boards column's height

/* The Fleet tab's cockpit row: the network card stretches to the boards column's full height
(members + tasks), so the row reads as one level band — the browser view's lc-col-browser
idiom. Wrapped onto its own line (narrow pane) the column holds only this card, so the
stretch is a no-op and nothing balloons. Content stays top-aligned: centering would push the
canvas below the fold whenever the boards run tall. */
