bowenliang123 fa43340a7b feat(client): open the platform usage console from the balance capsule ...

The Context Dashboard's balance pill becomes a link to
platform.deepseek.com/usage — the console page behind the figure it
shows — opened in a new tab with noreferrer, the same external-link

click affordance; the read, degradation, and tooltip behavior are
unchanged.
