新增 scripts/build-dictionary.py 与 scripts/dictionary_build/：按 msime Rust 构建器 （crates/dict-builder）的规则读取 msime-dictionary 的 sources/ 与 custom/，加上 inputs.lock.json 固定的仓外文件，生成 Windows 端现有的 msime.db / english.db / others.db / dict_japanese.dat 布局，写到 MetasequoiaImeDict/out/。产品锁的旧词库 先备份到 out.bak/，--compare-release 可与官方 dict-v* Release 逐表对比。 prepare-package-inputs.ps1 遇到带 local-dictionary.json 的 out/ 时只校验（-Force 时重新构建），不再用产品锁的词库覆盖。CI 与正式发布仍按产品锁取词库。
