feat(notifier): 告警恢复增加持续时间，支持IP打码选项

Browse Source 
- 告警恢复通知新增"持续时间"字段，自动格式化为秒/分/时
- 告警配置新增 maskIP 选项，开启后 IP 显示为 192.168.*.* 格式
- 前端告警设置页面增加 IP 打码开关
